We have a guy on our team who is consistently not meeting expectations and is challenging for the whole group to work with. He isn't even trying and somehow he has avoided every single round of layoffs in the eight years he's been here. That's the TD way, keep people like him and lay off the remaining good ones.

He knows to say yes to his manager….
First line managers are often the last to find out an employee is being laid off. Those decisions are usually made by second line managers and above. The reason this employee is still around is because he has friends in high places. Talking to your skip line manager about it will probably get you fired.
The don’t just tolerate incompetence, they actively recruit for it. That the only explanation for JW.
Do you feel safe talking to your skip level leader about it?
