Is it a guarantee that anyone labeled underperforming will be fired?

Those who receive a 'needs improvement' rating may not receive severance. Legally, they still have to pay out the earned/accrued vacation.

Next layoff will be for 3Q to reset the workforce. They have been happening twice a year lately. Hopefully, they are honest about it at some point. IT friend says they already set up a “program” for the year. They even give them code names.
Someone would have to bury their head fairly deep in the sand to belief thrive won't result in negative people actions. It's more than obvious at this point leadership will be using thrive as a way to "justifiably" perform backdoor layoffs. Or you can just call it by its other name - mass firing with out severance or PTO payout.
It really su-ks for everyone involved. Leadership needs a way to get out of dishing a ton of money out for layoffs, and now they have a golden ticket to do so. They can just say you're underperforming by not coming to an office. There's a lot of distributed teams at NetApp that work on business-critical products. Those teams, their products, and their business relationships will undoubtedly hemorrhage before slowly dying if leadership moves forward with their plans.
There'll be a layoff next quarter, as has been the case the quarter before that and the quarter before that. If you haven't seen the pattern yet, you're not paying attention.

Be let go sooner rather than later. We are in the world of RDB.
It doesn't mean there will be a layoff after the thrive ratings come out, but you'll be first to go at the next layoff. If you get a low rating, you may want to start applying to other companies.
