Former managers unofficially still managing their old teams

What's the point of a 20 person per leader ratio, if former managers continue to unofficially manage their old teams, albeit now under an individual contributor job title?

@dm+1jtgxj02m - This is the competence level of most people left in Dell. The SVP's, VP's and Snr Directors only care about keeping their shares. They dont care about anything other than lining their own pockets. The only reason most of these people are still around is nowhere else will hire them, espcially if they are legacy Dell.

I love it how managers that didn't do a good job to begin with now just got demoted to do an IC role. Now they remain at the company doing a job that they won't do well but others were laid off that did the job well! Go Dell :)

Such BS. Why fudge the numbers? Makes no sense. Either leave them a manager or take away their power. Is this a way to eventually lay them off?
