If it was a decent pay out I would considerate it, but scared to approach the subjeck I heard its a Lowe rate but it really helps see manager's jobs.

It's always been an option, but it has never been as 'unofficial' as it is today. Legacy Dell 20+ years and used to hear about 'voluntary separation package' or VSP all the time. Today, it requires understanding how Dell decides who to WFR.
In my department, most quarters, director/senior director leadership conducts a hypothetical 'exercise' that asks managers who they can 'do without'. It isn't a guarantee and it isn't always as simple as stats.
In my department for example, those of us who are consistently safe are those that have skillsets in multiple in-demand technologies. Those who have been targeted have been one-trick pony's, particularly during a lul in that particular product or business.
HR doesn't always pull exclusively from the manager's list, nor do they always pull from the most recent quarter's list. Two incidents I can remember.
First person was out on medical leave for an extended period of time. They returned, had an awful quarter reacclimating, but knocked it out of the park the next quarter. HR looked at the first quarter's exercise and WFRed him.
A second person was put on a list by a Senior Director of a different department due to an interaction with his team that didn't go well. One part planning issue and one part a misunderstanding caused by a cultural/foreign customs issue. It reached a VP however. Manager was shocked when they received the list from HR that included this person.
Long story short, you need to have a close relationship with your manager and have an off-the-record conversation. Talk about morale. Talk about how Dell's moves are conflicting with aspects of your daily life. Talk about your struggles with keeping up with a job that is no longer what it was originally. Ask them 'if there are any 'exercises' coming up, that you'd much rather get a package than end up fired over something you can't control. Don't badger your manager, but when the topic comes up of WFRs, remind them over multiple quarters. Most good leaders will see that you're looking for an exit plan and will make it happen. Remember though that there are likely already people ahead of you (who have asked or that were put on the list), so it may not be this quarter or next quarter.
I was an I9 making 180K with 15% bonus and I couldn’t get put on any, voluntary or in-voluntary, layoff list no matter how I tried. I did leave on my own.
It's offered very discreetly, usually via a friend of a friend. "Hey, I hear they might be doing more voluntaries. You should check it out with the boss..."

This is why they’re sacking Americans. Entitled and lazy.
Most times it's not voluntary, but the manager puts in a list. If you have a good relationship with your manager, just tell them if there's an opportunity to put you on the list. You would be OK with it.. they won't know or discuss the exact package which has gotten worse over the last three years almost every time they do it. The one time I can remember that they did offer it officially. They lost so many of their top talent that they do not want to offer that again. Like others have said they would probably lose half their workforce. If they offered the initial packages which is closer to a year paid, it might be greater than 50% with how much Dell has done to ruin employee satisfaction.

- EMC did this twice during my time. Usually it was offered to more senior people. The last criteria I remember were Over 55 with five years in the company or under 55 with ten years. (My memory may be faulty). The payout was pretty decent, encouraged a lot of older people near retirement to retire early or experienced younger employees to try something new. We lost a lot of good people to competitors.

Now if Dell Inc had any integrity, they would offer it officially with details laid out. But they know there would be a stampede out the door
