Was the last layoff done by HR or did Managers pick who to layoff?

Picked by a manager that took retirement package
It was done by senior managers who quickly went through a project list to gage importance to BU, position in the product lifecycle and projects that would not EOL even when instructed. A lead person was kept to maintain or EOL and rest of the team let go.

They circled the wagons and shot inwards. Same this time only the organizers/managers won’t be kevlar vests.
Many picked themselves.
And, in retrospect, I should have as well.
Managers have a list of people they would let go and they get a headcount. And so does their manager for their staff and so on
