What kind of a company gets rid of most of its senior talent? Do they not give a damn about institutional knowledge?

They've lost the ability to influence and gain trust, so through attrition they've laid off the most valuable employees.
Senior talent is good and experienced. However, senior talent makes high income $$$.
Senior talent in San Jose is super expensive.
But “they” are still employed and collecting a paycheck and RSU’s. So would you rather be d-mb a getting paid or smart and looking for a job during a recession?
