I'm not posturing or being flippant. I would've absolutely volunteered if they gave me the chance. Why wasn't that an option?

Volunteering for a layoff signals you're on your way out. Why would a company offer you severance if you're on your way out? They'll just wait you out; you'll eventually leave on your own. That's why.
But the top IS the $$$.
If it was only about $$$ they would start at the top…

I had a teammate that said he volunteered to retire, guy late 50s, in Jan 2023 layoff and Netapp did lay him off
I asked awhile back to be put on the list and I was told NetApp doesn't take volunteers for a RIF but I was free to quit if I was unhappy with my job. I have avoided every RIF since then even many on my team were sacked.
Tell your manager if there is another one to put you on the list.
Just guessing but you probably don't make the high income $$$ as others that were impacted. Remember, the company is trying to reduce costs.
