Proving that, once again, workers are being blamed for the failures of leadership. And keep in mind that I am one of those who don’t mind RTO at all.

Not an Intel EE, but I know our IT submits reports on where your laptop logged into and out of the network. They know when you are onsite, badge swipe or not.
As a manager, I hope to get a TPS report telling me who is in the office. Since my own team works at every site but mine, I plan to walk around finding empty cubes and writing down names of other people's reports instead of doing real work. Further, I can't wait for people to start tattling on each other to justify their own lack of wfw. I will add these names to my report.
The most exciting thing will be policing inappropriate attire again and sending random people home.
These are the very important tasks that managers of understaffed teams now need to focus on. Butts in seats! "Billy, you were only in the office 2 days last week. We don't tolerate modern flexibility in these parts."
So how exactly will RTO be enforced and who will "police" it? I mean for EE's you only have to swipe your badge once when you enter the building, and this mandate does not say when you have to arrive and when you can leave. So, there are still ways to game the system. You could work 1/2 days as in WFH in the mornings and go to the office for a few hours after lunch or vice versa... to get your badge swiped for the record.
Efficiency and productivity will take a hit - but it seems they don't care about that.
Could not agree more. Same management had been im place for over a decade, yet somehow they get a pass time and time again. The decision makers have continued to steer the ship backwards while getting rich and the workout gets blamed.
