From reading comments it seems like layoffs happen annually. So that being said, how many people will likely be impacted?
The company should not stress the entire staff because of a few hundred tech roles. Right?
I just want to be able to relax.

Fidelity has never been a place to relax. They prefer you on edge.
Sorry! You can’t relax until it is over. In the past managers were only told the evening before that they would be laying direct reports off the next day. (Beware if you have a last minute meeting invite on your calendar.). Employees spent the day of the layoffs waiting to get a tap on the shoulder. No one gets any work done under the incredible stress. Then the stress continues for days trying to figure out where the work goes from the people let go.
It is the Fidelity way.
