Middle layer may be overstaffed, but the upper management layer is also overstaffed, overpaid, and are not leading. The cuts have to be proportionate to the new structure or the company will be even more top-heavy.
Intel needs to hold onto good people who can make product. Management has to ask itself if it makes sense monetarily to make cuts too deeply in production and bear the expense (and time) to hire & train new qualified people if they plan to produce more at some point in the near future.
I guess we will see what corporate restructuring looks like soon enough.

Microsoft understands what their business goals are and what their teams are doing to achieve the goals. They make adjustments as necessary to maximize efficiency. Intel is rice bowl kingdoms and one hand not knowing what the other is doing. Guess which company is successful and which is not.

Microsoft’s monopoly will come to an end someday. What are we going to do with all of this precious x86 Wintel cr-p we keep making? It’s like a ball and chain.
P.S. Unlike Intel, Microsoft read the room is starting to take corrective action while they still have plenty of time.
