Knowing how promotions work is step 1. Your manager can't give you a promotion, they are not by team, they are by org. When you are up for one, you are competing against others in the org going for the same promotion and your manager and all of theirs state their case in a larger meeting and a decision is made as to who gets it. If your manager can't convince them, you lose out. You may also be the best person on your team, but the worst candidate in the org, that's just a reality.
