With all the tariffs announced today, we are supposed to be bringing back American manufacturing. Why not also tax/tariff outsourcing of work by American firms? Put a 45% tax on those folks working outside the USA. Bring back tech jobs to the USA!

IT leadership was also on that trip to India, and have indicated that they want to move more work over there.
A bunch of R&D Leadership just went to India. I bet we'll see more roles being switched there soon.

Europeans have been employed since 1985. More than 50% revenue now comes from outside of the US.

Tech bros love outsourcing to overseas and have H1Bs in the US. They have a lot of influence over the WH so tech jobs are unlikely to all come back to the US. Chances are more US tech jobs will be lost here while they increase hiring overseas. They make more profits that way.
The same way that the company did it before hiring non-US employees.
Create SAS in the US and sell it worldwide? How do you propose that without non-US employees?

If the goal is to bring back American jobs, it would indeed be consistent policy to tariff technical products like software, as well as physically manufactured goods.
Tech jobs are apparently not on the President's radar. Or if they are, perhaps the tech bros advising / supporting him don't want these particular jobs to come back.
SAS, like other tech companies, tends to lay off employees in America and Europe, while retaining cheaper employees in India.
