Leaders to have minimum of 20 direct report across all teams. Sounds like this August is going to be a repeat of last years WFRs

Given that most managers have been reduced to filling our performance reviews, echoing mandates that come from on high, and wandering around - I think we have proven them unnecessary. Since we know have AI tools that can take info about the ICs and consolidate it, apply an arbitrary formula as to who gets a raise or a reduced bonus, I think most managers, directors, AVPs, and VPs are unnecessary.

We don’t have much in the way of HR since all those services are outsourced, except for discipline.

If you believe this will be implemented in unbiased way, you are in for a surprise. This will only eliminate the non-yes-men. VP and Sr.Dir who have laid off their whole team ( due to their own bad decisions )were moved to new orgs to manage NEW technology.
This new rule is implemented to weed out any remaining merit based leadership while the "friends" are securing their fiefdom.

At my division, director has already WFR managers, senior managers and make their direct report headcount look good.

L4 (VP) and above will have 15 direct reports, not 20. Changes starting before end of month.

Yeah, the new spans and layers will ki-l any meaningful interactions with your managers, as they'll be preoccupied by constant fire-fighting.

What you're wrong about is the timing - it's already happening and they won't wait till August.
