Beginning April 10, the fewest licenses a VMware customer can buy will be 72 cores per CPU, up from 16 cores. Meanwhile, late renewals will now cost customers an extra 20 percent of the price of the first year of subscription.

The original source for this was Arrow consulting. They are flat out wrong.
The minimum NEW order is 72 cores, Not 72 per CPU, but 72 cores. So if you have 3 servers with 2 sockets and 16 cores per socket (32 cores per server) that's 96 cores.
you would buy 96 cores.
If you only have 1 server is where you will need to purchase the minimum of 72 cores.
How many businesses will this impact? 1%? .1%? .00001%.
