Did anyone else get completely sc--wed over on their year end review? I'm hearing stories of people who were told that their manager gave them a good review and then the new CTO, having been here for a month, went in and lowered the rating and sc--wed them on their rewards.

Yep. New CTO went in and took merit dollars away from people.
My review went great, I made AVP!
I used to be a manager at the bank. If you give anything higher than a 3 you absolutely will get push back and/or they will just bump it back down to a 3 after you submit.
Score and bonus from managers are only recommendations which they review and recalibrate at the higher levels. They almost always get changed, usually reduced.
The rating system is absolutely broken, demoralizing and unfair. I’ve seen poor performers get a 3 and exceptional people get a 3.
It su-ks for managers having to explain “the score and bonus are not what I submitted and do not reflect my opinion” every year.
Your manager is just lying, or they didn't follow the bell curve guidance.
