We need to have some proper procedure to escalate on contractors if they are not working or not taking responsibility of their work. Some managers not even try to manage them properly , not sure if they get any share of contract.

That's easy, talk to their vendor, share the issue with them, they talk to the contractor, contractor either steps up or you replace.
If its something they don’t want to do….it’s a game. You give them something to do, a task at hand. They drag their feet, you complain. They come back with “you didn’t train me”. You train them up at Citi’s dime. You circle back around with the task at hand for which you trained them on, they then talk about the 5 different ways in which their desktop or access or creds don’t work. You ask them to look into that, they then say “you didn’t train me on how to look into that”, rise, repeat.
