Freddie at least gave deadlines that were realistic. Not a few days notice. But Freddie is getting rid of their remote workers. I would say remote workers and contractors are second round (first round was soft layoff as suggested by making workers go back immediately).

filling the office is 100% the motive, we were told its all about optics. for the first few weeks we have lower seat quotas to hit. everyone is ignoring that after that, more seats won't magically appear. layoffs will appear. if not earlier
