The only way to fix the culture is for massive layoffs. Everyone who has been at Intel a long time has been conditioned to be "anti-teamwork", that is the culture. This is why the bureaucracies exist, because at one point, an idea won, and now the moat has to be dug.
With every leadership change from CEOs to departments, I never really experienced any change in the way that I worked. I did experience that when I went to a different company.
If Tan wants to strive for teamwork, then the team needs new members. It is the only fast way to accomplish this.
My prediction is that this is one step closer towards a joint venture with TSMC, where foundry orgs are gutted and replaced with TSMC structures, and then the arms compete against each other.
