Return to meritocracy is greatly needed and HR has been an anchor around retention and attraction, they need to severely reduce HC and change to proven policy and reject the fantasy the monopoly margins afforded them (as bad as disney here). They messed up a lot of items around the recent cuts and continue to be a liability rather than an asset.
In the old days, HR only handles paperwork, not the actual hiring.
What changed?
Most if not all of HR at Intel should be fired. HR in large part ruined the greatest entrepreneurial company in the history of the US.
