Is it standard practice at Citi for SVPs made as ICs to attempt to control all aspects of a project, requiring everything to go through them, and consequently delaying project delivery to retain control

These IC SVPs they don’t do work, they already in frustration and trying their level best to mess up things.
Agreed by Jane that all demotion SVP is a show. They were told nothing changed. They are managers without a title but same pay for disrupting the process!

No. But having low self confidence to the point that they are in constant self preservation mode is pretty common.
