Are we over employed at this point when projects are cut down?

This is the issue. And right now they are spending their time protecting their own jobs.
my org is quite top heavy. We have endless senior program managers, directors, vice presidents. We could use some more people who do the actual day to day work.
We don't have enough cheap labor
Maybe not too many engineers, but definitely too many managers and directors.
I think you should shut up and get back to work.
