So will this impact only those that got the email if they don't meet the quota or are they going to just start targeting everything and everyone?

In the first q&a yesterday they literally said “we don’t think a lot of people will be taking this offer” as well as saying that there is no “quota”. So if there’s no quota to meet and you are just offering this out of the kindness of your heart why does the sharepoint give complete opposite info? It clearly states “We are optimistic that this voluntary separation offer will SUFFICE TO MEET OUR WORKFORCE PLANS. However if it does not additional employment actions including potential involuntary reductions may be necessary” well what are the plans of not a quota? They just need to be transparent and upfront. All this sneaky, let’s not give them any answers only makes everyone more angry and upset and stressed out. Then they expect you to just continue with your work day like nothing. What a joke
My understanding is that if not enough individuals take the buyout, then Rifs will take place.
Nobody is safe. This is a statement, although misguided, to demonstrate some sort of capitulation. Serving Members or Serving Providers is not a primary goal. Sales only matters. Sales only. Revenue only.
They had to have done an HR study to see how many employees are above a certain age, how many are below a certain age and how long they've been with UHC. Based on those numbers they must have thought possibly enough would take it to male it worthwhile. They're not doing this to just be generous. And if it's really 2-4% - that might not be had to achieve. But I agree, why not just be transparent.

If they were only transparent enough to answer this question. They won't even answer what percent of the 30k they hope takes it.
