I am getting an offer in a new company and due to the HR processes, it looks like I will join mid-april. I'm planning on going in person until I give notice period. Can I stop going in person for the 2 weeks of notice?

I wouldn't give notice, everyone on my team that has given notice has been dismissed on the same day.
What are they gonna do? Fire you?

There's no requirement to give notice to anybody. You don't even need to tell anybody you don't work there anymore so just stop logging in and start at your new company. Dell would eventually stop paying you.
Notice in most places is a courtesy. Just like you can be fired at will, you can quit at will. If they fire you, you aren’t getting two weeks notice.
When you give your two week notice tell them you have multiple job offers and haven't decided which one you're taking. Don't tell them company names but when asked tell them only that they are competitors of Dell (at least one of them). You'll get your two weeks pay but they'll shut you off the system and take your badge.

Why not use this period to speak up/rebel, letting them know your thoughts, speak frontal, especially knowing you have a fallback is something i'd never understand.... (am not from the US, i know there is culturla differences, but still can't get it)..

Take as much vacation time as you can. 1st day back give 1 day notice.
I plan to retire in the April/May time frame and will not go into the office every day during the 2 week notice period. What will they do? Write me up and have me sign it at the exit interview?
