If you are rated an exceeds and receive a very low merit %, what do you say to your manager? Is there anything to say? What is the incentive to work past just “meets”???

it's 100% to try and get a bunch of people to quit on their own so they don't have to pay severance. they're 100xing this company into the ground.
It’s generally not up to your boss. They only get a certain allocation. If you happen to get a promotion on an off year you get less than on an on year. They only have so much budget to give out mandated by the company leadership.
I don’t see why anyone even works hard at this company. We know year after year this is what happens. I don’t know why so many people put so much effort into this job for so little.
I am a supervisor and rated a 5 and only got 3%. Wasn’t happy at all considering all the new projects I’ve taken on.
Everyone knows the job market is flooded with job seekers, government layoffs are adding to the pool. Not many are hiring. If any, they are hired outside the United States. Employers know the can squeeze more work and pay less. Good luck to all of us.
The budget for merits was really low. Most of my team got between 1-2%, my 5s got 4% and 3.5%. I anticipate 1-2% for myself. The bonus budget was better and I was able to give my top performers nice bonuses.
There is an overall merit pool. It was extremely low this year. Even if your manager wanted to give you more they cannot. And what they did give you was very likely lowered by upper management during calibration. Blame ELT and their poor management. They want people gone.
Nothing. I got an insulting raise. Time to see who else is hiring since they basically said they don’t want me here

i noticed this year both the 3 and 4 rating are meets expectation. merit is always low no matter what number you get. 5 usually only given out before a promotion. RRP is the only way you will ever see any cash. So now you learned your lesson it does not pay to work hard just meet expectations since hustling you work for free. Hopefully it only took a couple rating periods to figure this reality out
There's not much you can do about low merit increase. It's pretty much just how things work, even if you get exceeds.
They will usually give decent bonuses, just not salary increases. The only way to get those is to get a promotion, move to a new role, or leave the company.
