Who actually completes Internal Dispute Review??? How long does it usually take? What if the direct manager files one against a higher/senior manager? Senior manager adamantly pushed direct manger to change rating to 2. Direct manager DID NOT AGREE and filed Internal Dispute Review. All hypothetical of course.

That manager will be gone quickly.
The integrity of Internal Dispute Review is questionable. Supervisors / senior managers are the one pushing direct managers to rate and change rating with a 2. Some senior managers are inherently evil and being supported by a director they become much worse. So how many levels shall it skip? And please… they are all in on it.
IDR goes to your manager's supervisor. It will skip a level. If that person knows anything about the case it should be assigned to someone in a higher level. The point is to be impartial.
