Next likely move by 3M Finance :

Change AIP metrics such that getting 100% is nearly impossible. In short, make payouts as little as possible.

This is probably in line with BB's recent comment at GS investor conference where he boldly claimed "everyone at 3M gets an A", which he thinks is because everyone plays Minnesota Nice !

What he means is that people are overpaid for the work they are doing ,hence more cost cutting.
