I keep seeing that if you earn a 2 on your next performance appraisal, you are scheduled for a layoff. Does this imply that you will be given a severance payout, or does Optum ever remove employees without providing one? I am hoping they terminate them without severance because they are "quietly quitting/retiring" from home and letting everyone else do their work..

Who completes Internal Dispute Review (IDR)? Direct manager filed one against a senior manager as this senior wanted to change rating from 3 to 2. Direct manager knows the employee better than the senior.
Receiving a 1 or a 2 on your evaluation, means that your supervisor needs to write up a Corrective Action Plan (CAP). Certainly doesn't give you any advantage, but you can open an Internal Dispute Review (IDR) to have your supervisor or her manager explain the rating, so you can understand the why.
If you get a 2 overall you are headed to PIP city or if near layoff round time of year they might just land you there. The rating has nothing to do with performance. All about popularity within you org structure. if on a PIP that is equivalent to death row.
I am hoping you are the first to be let go next round so that you can learn that your undying loyalty and willingness to spend every waking moment advancing the interests of the borg means nothing because they don’t give a single solitary sh-t about you. No one ever said on their deathbed “I should have worked more”. D-mbasses like you don’t really learn though so I’ll just be satisfied by the bitter tears you will cry.
