As a recently ex-Intel - HF Oregon..too many misses, too many people, too many incompetent managers, too many VPs.....there will be no recovery.

Bureaucrats : Engineer ratio is too large at Intel.
When I saw "Engineer", I mean "real engineers", not just by title. Most PEs have given up on engineering and are full time bureaucrats. "I don't get involved in low-level engineering" is considered a matter of high status at Intel and encouraged as "growth".
