Putting aside the general sentiment that Managers and Directors are often criticized—which can be hard to dispute—I'm interested in your opinions on which departments would benefit most from reduction to foster meaningful change.

Too many levels of management. Too many people on “the business side.” 176 South St has been called the Pretty People building. Lots of well dressed people attending meetings then attending other meetings to summarize those meetings.
Start with getting rid of some of the "project managers", seriously how many of these people does each group need.....
Get rid of all the duplicate VPs and SVPs!
