Because Citi su-ks
they are making more money and getting more perks.
Some leave on their own accord, but some are being pushed. And for a good reason - after 30 bonus seasons these people are settled for life - if they have not done stupid things with their finances they would probably have accumulated generational wealth - tens of millions now. And the firm needs fresh ideas - and lower spending :D It is good for Citi as long as they do not hire even more expensive people to replace them. Promoting internally (slowly) should do the job.
