Socialists want to pick the winners (from their politically connected favorites), using national debt to hand out corporate welfare.
A capitalist approach uses tariffs to adjust the incentives, especially when other countries are pursuing unfair trade practices or otherwise hostile to the interests of the USA. Most asian nations have a mercantilist strategy, to subsidize and otherwise protect industries from foreign competition.
They use heavy subsidies to drive down cost, putting competition out of business.
Rather than take on ruinous debt to compete, just apply tariffs which are high enough to offset the actions of other countries, so that companies have the incentive to manufacture in the USA.
That is Fair Trade. It at least levels the playing field for companies like Intel. They still have to be run efficiently, which has not been the case..ever.
