Intel has a minimum of 4-5 useless middle management layers who just ask status and report status, while Engineers and first level managers (ofc high performers only) work around the clock.

What makes you think in 15k layoff that happened , manager were not touched ? Note both managers and even VP level were impacted.
Same thing will happen in upcoming layoff also whenever that is announced.
Also note these levels exists at all companies , manager and them reporting to director etc. and then VP level, could be less bloated but exists , also manager having 20+ reporters doesn’t even make sense , a good ratio is around 8-10 reportees.
