Does this slide say that XOM is spending 1.5 billion less than 2019 but counting it as 12.1 billion less than 2019 because of inflation and some nebulous "activity/other"??

Yes, that is what it says...interesting the slide doesn't go back to higher activity years where we actually spent less.
