Cisco has ... IOS-XR, IOS-XE, NXOS, ACI, ASA, FTD, SDWAN ... on just network products. A lot of bugs, bad support from TAC ...I think many of customers have same feeling on that.

Cisco products are fine. The issue is more R&D $$ needed. That will be fixed soon so don't fixate on these minor bumps in the road.
How many Cisco project managers are certified? Might wanna look into that risk

People worked really hard on that
People worked hard gaming the dashboards by putting bugs in terminal states, often not Resolved, every 7/N days where N was a number pulled out of each director's backside. Agile before Agile modeled after Scrum where you don't solve the bug and pass it on to the next rugby player but with none of the learning required by the paper that inspired Scrum for software development.
As that original paper points out, it's not necessarily a good approach for innovation or large scale projects. It also mentioned a requirement of 60-100 hours of overtime every month. Did they tell you any of this in Scrum training?
