Tomorrow will be layoff day

Sad news for tomorrow the layoffs will be happening, this will be across the board for optum employees. Managers are receiving termination training today. There is a freeze for on-shore hiring and only off shore. The main goal is to have 80%+ workload off shore. As of right now all PHI data is masked for off shore staff. Only Medicaid is required to stay on-shore. Now is this bringing the economy back. Look at the post for India hiring for optum. Upper management is all located in other countries. Optum doesn’t care about US employees they are laying them off without the annual bonus or raise and then that money no one knows where it’s going….. believe me the bonus are very small this year and the raises are at an all time low.

Offshore Omega, wipeout have access to everything we do , even hospital access, yes, and it’s been for few years now , I trained them on how to do my jobs… offshore have offices here in us to communicate with the clients , some of the clients knows so both saving money …

Puerto Rico is now working Medicaid. Offshore seems to have the same access as us. They see everything. Getting a job in USA for optum requires background check and dr-g test. They have to speak some english... sometimes jobs offered as they walk in. They are given the same access as us in the USA. They see all our medical information, where we live and who we are related to and our jobs. Would've hope for background checks just like us.

I got that call today, sad , i worked my b… off for 14 years, diagnosed with carpel tunnel syndrome , back pain, because of this job worked OT … all these years, because i love my job… but now it’s a sad day for me

PHI is not masked in many areas. I work in claims and see how much can be accessed offshore. There are still a few companies for E&I that require onshore processing. Other than that, primarily Medicaid is onshore.
Our offshore leaders are pushing hard for everything to be offshore because it's not their healthcare coverage we are providing. They see only the bottom line and how much cheaper it is to process claims in India.

I tried reporting to my local government officials and federal, no one cared. Nothing was done.

My colleague tried reporting internally and was retaliated against.

Only other avenue i can see is the press?

Sending PHI offshore is illegal according to HIPAA. If you have actual proof this is happening, it should be sent to CMS

Just like everyone has said, offshore teams have access to all data if they want to. Application teams have API access to PHI which can then be used by offshore to do their own personal lookups. Is this abuse? Yes but they say they need it for testing which is also true.

The real question is, is it illegal or against policy for offshore to see PHI?

Offshore has access to absolutely everything. Even contractually obligated data they are not allowed to see. They can see it all, they manipulate it, do analytics on it, high level analysis, detailed analysis. Leaders need to be held accountable. I've personally seen offshore, NON-US Citizens make critical health decisions for US people.

All your PHI is in the cloud for decades since all the banks operate offshore. With the CHC breach last year there really is no more risk to be exposed to already out there

PHI data is definitely NOT masked for offshore at my division of optum tech. They can view pretty much anything they want and middle managers enable it and cover their tracks, and retaliate against anyone who raises questions.

It is untrue that all PHI is masked to offshore. All the need is a FLN, access to DOC360 and bam there are medical records, claim submissions, archives, etc. for ssn name address all they need is access to linx OR iset OR CDB.

They can see everything!
