Where exactly do you expect everyone to work? Hunger Games for a cube/bullpen/cafe table?
Even if they wanted everyone to come back, it's not feasible. I doubt they would have enough attrition to account for the lack of space -folks are too spooked to look for another gig.

The fix of Intel's problem seems to be not BTO or not. To improve efficiency, just put out quarterly goal and get majority consent, then cut 5% of workforce throughout the hierarchy if the quarterly goal is not met. Raising salary by 5% if the goal is met. We can then see how few quarters it will take to change the culture at Intel.
How about in the fab? There is a lot of unused space.
Yup... if you can't find a desk, you get fired without a package. Get into the office early, or just find another job.
