This needs to come from top down , if managers have to force this then they will be considered bad bc of not giving flexibility etc. it has to happen from top.

Begging on a layoff board isn’t going to make any difference. You need to directly lobby management and actual decision makers.
If the people that don't communicate weren't laid off late last year during one of our largest layoffs ever, then that is clearly an inept manager issue.
Again, trying to solve a problem with RTO instead of looking at the cause of the problem.
