Sounds about right they put you in a untenable situation so you can get frustrated and leave these people are miserable tyrants they want more with much less their equipment is inferior if the plant is not perfect the equipment does not work properly
EVERYONE has the right to work safely. You have gone to your immediate superior I take it?Start climbing the chain if it goes unresolved on the local level.I guarantee you if it makes it to a couple of people,it will immediately be resolved. As far as lunch that’s mandated in the State and Federal levels depending on location.Take your lunch and push your job out. When they ask you why your late on etas, tell em straight out. They can’t and shouldn’t take any negative action on your employment, because your taking a lunch or requesting safety material. They do that’s a HUGE legal action.Do what you need to do to be safe, hydrate and replenish your energy.
My first truck did not have AC. I had a cigarette lighter and a nice big ashtray in that old Chevy! We dig up leaks after coming from the bar. 411 and 500 feeder - no trunk! The old days… I had to splice 1 inch. You kids never heard of that. 1 inch 40 amp cascade from the hub! Again, you kids don’t know about that. Rookies doing fiber slicing. Good luck to ya. A job is a job but the old days - nothin like it!
So what was OSHA’s response to your report?

My supervisor still thinks his job is remote. Max interaction 20 minutes a week. Wish I could catch him outside smoking a butt.
The contractors are out there in 20+ year old cars with bungy cords and shoelaces holding the ladders on their roofs. I am shocked more contractors aren't ki-led or severely injured. Its scary watching many of these guys "work"....
