Slow as always, some orgs are doing a "phased approach" to reducing cost, cutting some easier projects now, but revisiting later for more rounds of culling.

Nothing like working in 6 months of the hunger games while this goes on. Intel is bad enough at this anyway. Any one with any competency and self-respect leaves and you are left with the the worthless.
Spread it out to show better numbers across multiple quarters. Doing it all at once is not a good idea.
