I was impacted by the layoffs on 1/7, and sent a few questions, but did not hear from them yet. Looks like they are not interested in answering to soon-to-be strangers. What can I do for them to quickly solve my issues?

You can also send a certified letter if needed.
Tactic probably is dont answer anything going to AskHR. They want to avoid negotiation or legal issues based on written answers.
There is probably no HR left. Some random guy, who was left alone from one department (not related to HR) and was hit with layoffs, just took over to start replying to emails from HR since his entire department is gone.
Make sure when you contacted them... it was @cloud.com
Their documentation has cloud.com but the link is @citrix.com which does nothing.
They can take a week to respond even if you're employed. Remember that HR has been cut as well. This is the new sad state of how business operates in these modern times.
I had better results directly contacting the HR rep that handled my group when I got cut a couple years ago. Make sure you are active in the process of receiving your severance. CTXS peeps are not looking out for you. Its up to you to make sure you get what you are owed.
And yes, I'm US employee in CA.
