In the IT group (leaving org name out) we do these multi day meetings called 'PI planning sessions". 100 or so people gather to discuss objectives for the next 3 months. Complete waste of time. 5 people do the talking. Rest pretend to participate.

Yes every quarter the same people will re-baseline again to reset the reds and ambers to get all progress statusses to green again. Been there done that, because manager wanted it like that.
This is the exploration process. Get the data you need to make a decision, and no go is an acceptable outcome. That’s how it works

This is understandable. From my experience in the IT department, roughly half the people don’t really understand IT, while the other half doesn’t fully grasp the business side. As a result, they hold these meetings to convince each other that they know both.
5 people trying to justify their jobs and 95 or so people go along with it to keep their jobs.
Wasting time and money is a trend in Shell.
