Unless Intel's new fabs are used to exclusively to crank out chips for military use or American auto manufacture use we will not be able to pay back the debt we took to build them. Intel's main market has tanked and America dosent want or need PC, Gaming or Datacenter chips

The reason for the Chips act was the government freaked out at the shortage of chips cars and trucks and appliances. Yes, The "Low Margin" chips.

The big money is in :
Smartphones (wireless, compute SoCs)
Data center - GPUs and to a lesser extent, CPUs
PCs - Intel still leads here (barely and is fading fast)
