My manager is bullying one of his team members and this situation has been for years.
However, it's getting worse this year. In fact, the manager has bullied to another member and the bullied member has left the company after worked for 8 years.
Currently my colleague has tried to reach higher manager, but useless.
This month is compliance month, we found there is a help hotline. But we don't know if this hotline can help or not .....
We don't want to lose the job...but the work environment is really toxic and caused by this toxic manager..
Does this hotline really work? Any advices would be very appreciated.

Tell them to get a lawyer. HR is only for SR Management. Document everything
Email the VP of that manager. Present thr facts. It helps.
Compliance and ethical hotline link is outsourcing to the 3rd party and even ex-employee can appeal to reveal why he/she left the company.

These mangers work from Costco. They work from home and do nothing.
I once reported some concern/improvement idea about Covid to HR.
Soon after I was asked to have a meeting with Senior VP, VP, Senior Manager and HR to address my concern. My daughter advised me to never talk to HR if I have a concern.
I found a new job instead
Reporting to HR probably will not gain you anything, since HR is always in manager’s side. But at least it may leave a record for the manager. It may help other people in future.
Report it to the HR using the link you saw on the training. There are laws against illegally terminating an employee when ethics is considered. Also, you will be protected against retaliation if you choose to report.
The only solution is to leave this group. Don't be childish to put hope on HR
Need to secure another job then report. Because HR is always in managers’ side. Other management is same.
