The constant worry about PIP has started to affect my health, and now that the layoffs have been confirmed, the stress level is astronomical.
Does anyone know if the number of 10K that the company will get rid of includes those who do not survive PIP? If that number does not include additional PIPs, then we are doomed.

Agreed. PIP are first to go. I’m sorry, but whenever PIP’d that’s your opportunity to look for work elsewhere for the short time you still have a paycheck.
It might help you to just put some feelers out there and look for another job I realize that's not easy when so many peers are also looking but maybe it will help you feel like you have a little more control. I did this when the big tech company I worked at started big layoffs. It took me a while, and I took a small paycut, but fast forward 5 years and I make more than I did there. I got out before I got RIF"d and walked away from a big package but I didn't care. I was less stressed. A year later my entire team of peers there were let go. I don't work at Amazon but it sounds like they have a system where PIPs are regular and not rare and maybe they have quota to PIP X number each year? That is horrible and eventually you may be happier in a smaller company that doesn't employ such ruthless Darwinism. I get that this is how they do things. I get that sometimes a PIP is warranted, but it shouldn't be a regular occurrence. Living in constant fear like that is really bad for your mental health.
Don't stress about being laid off during a PIP. Realize you are not going to keep the job.
Good luck with finding a new job during an industry wide contraction.
It may be time to consider a career change.
