In theory, a company is supposed to justify that they need an H1B by the fact that they can’t find enough qualified citizens/GC holders. One would assume, by reciprocity, that qualified citizen/GC holders should then be preferential retained by the same logic during layoffs. At least in spirit of the law, if not the letter of the law.

But since I’m reality that justification doesn’t happen when onboarding, we are not surprised that the spirit is ignored on the way out too.

They typically get paid less and are more willing to slave away, so companies would keep them over citizens.

Most of the H-1B are from India. In India foreigners are let go first in a downturn. When the airline industry in India had a downturn a few years ago the pilot unions insisted that foreign pilots be let go first.
Facebook is classified as an H-1B dependent employer and has a minimum of 13,000 H-1Bs. The actual number is probably much higher. If the H-1Bs were let go the employee count could be brought down to a far more reasonable number.
