IBM Research is not what it used to be. The labs are ghost towns and there isn't much in the pipeline for the future.

Remember 20 billion is over 10 years, and IBM spends 5-6 billion annually on pure research. If they can get the USA govt, or NY state to fund some of that 5-6 billion, more power to them. IBM isn’t investing in fabs, but rather in IP technologies that the IBM patent office can exploit. I suspect there is a reason it was done in POK. Mainframe is the NICHE IBM has decided to exploit due to enterprise customers being incredibly risk adverse. It’s the old joke “whats the definition of a legacy system” Answer = one that works Enterprise customers know this, and if they can ease into change via SW modernization to LINUX all the better.

It seems to me that some or all of that $20B will be from New York tax payers, or US tax payers. Using the old grift of promising "jobs" to the current politicians in office.

"The program is a direct product of the CHIPS and Science Act, which Biden signed in August, according to the White House.
