I don't know how much longer I can last working here ... but I am in the 2 year tuition payback period ...
How can one discreetly get let go in the next round/s?

Ask if they would consider allowing you to volunteer to be laid off in place of somebody who may not have wanted to be let go. Paint it as a sacrifice and make sure that they still mark it as part of the layoff instead of a voluntary thing.
IDK about that one, leadership is finally realizing what it feels like to be a rick d--k so they might see it as someone to share the koolaid
Start talking about unionizing in response to the layoffs. That is a sure fire way to be let go in future rounds!
