I don't know what's worse, to be overwhelmed with work or to have almost no work at all, as it is in my case. Anyone else? This worries me a lot.

Quiet Quitting ?
Associates would be in the overwhelmed group. Low/middle/upper in the do nothing/nothing to do group. Big saving would be to cut cut lose the RD group. Product lines are dead. No enhancements planned..Bug fixes never coming. No brainer
The "overwhelmed" probably aren't billable. It's easy to look busy when no one is counting.
