Was anybody offered a promotion without a raise? A coworker claims he got an offer like that and refused it but I call bullcr-p. I thought all promotions automatically put you in a higher pay grade? I don't know why he would lie about this but I don't see how what he said is possible. Am I wrong here?

It was common practice even before this, a promotion didnt come with an immediate pay raise. However, as your band changed, you were more likely to get a bigger raise at the next pay review cycle.
um, why would this NOT be a thing? of course a company would try to make you take on more work without paying you more. as someone said, their pay was probably so high it overlapped with the above band, or it was a change in title. I was moved from a IC to Manager but it was only considered a lateral move, although ti could be taken as a
"promotion"
There are many reasons for a boss to give a zero-raise promotion especially with the BC buyout. BC might re-band employees down a level and the manager is being proactive. The employee is near the top of your pay band and risk being seen as “expensive” and more likely to be laid off. BC likes to lay off more junior employees, and the manager want to keep the employee. BC gives much more RSUs/bonuses at the higher band. This is the last shot of a promotion for 2 years since it might take a year for the buyout and BC likely won’t promote anyone in the first year. In a normal situation this is a lost opportunity for a pay raise, but the current situation is not normal so I would take the promotion.
I've had this sort of promotion offered. Generally instead of declining it outright, if the title alone as a resume buff doesn't seem worth it, I'll counter with 'something' for an increase, even if it's only 3-5%. Never know... sometimes they'll do it. But yeah, I've similarly turned down such an offer, too.
Depends on his income, the pay bands overlap by a considerable amount so it's possible he was at the top of his current band which would put him mid the next band up. I've seen it happen a number of times, change in title/band but no salary increase - keep in mind that car allowance, bonus etc usually goes up with a new pay grade though.
