They are at least a generation behind on technology of all kinds. They are (1) cheap, (2) risk-averse to the point of shooting themselves in the foot. That’s why their competition is eating their lunch and any savvy tech staff soon leaves for more forward thinking organizations.
They didn't understand the concept, created more processes.
